Job Overview

Shriners Children's is the premier pediatric burn, orthopaedic, spinal cord injury, cleft lip and palate, and pediatric subspecialties medical center.  We have an opportunity for a full time Manager, Safety and Emergency Management.

Responsibilities

The manager, safety and emergency management directs the safety and emergency management program of SHC-Philadelphia. The position is responsible for establishing and administering systems and procedures to provide the comprehensive security and safety of all property, building, equipment, personnel and visitors at the Hospital. The position manages all aspects of emergency management including planning, programming, staffing, training, and budgeting. The position serves as a liaison with local, state and federal agencies in addition to The Joint Commission and CMS to ensure compliance and emergency preparedness.

 

 

Safety and Security

  • Plans, organizes, coordinates and directs security operations to ensure effective surveillance of Hospital property and protection of patients, visitors and staff. Evaluates, analyzes and monitors institution- wide security systems and activities.
  • Supports investigation activity to ensure reliability of information, appropriate follow-through, and adherence to established policies and procedures.
  • Evaluates, analyzes, monitors, and maintains performance metrics for Hospital security systems and activities.
  • Maintains effective communication with Hospital leadership, department heads, staff, and outside agencies to ensure effective Security operations. Participates on various committees and represents institution on job related matters.
  • Ensures efficient coordination of Security operations with patient care and other Hospital services. Addresses job related inquiries and ensures the prompt and effective handling of problems; refers unresolved matters to appropriate others as necessary.

 

Emergency Management

  • Chairs the Hospital Emergency Preparedness Committee. Conducts gap analyses/needs assessments to determine Hospital emergency management program requirements. Designs and implements program objectives. Evaluates program effectiveness and addresses identified gaps.
  • Oversees emergency management drill and training program and determines annual exercise scope, schedule, stakeholders, and objectives.
  • Develops and maintains relationships with external partners and stakeholders including governmental agencies and services, contractor services, emergency response groups, other health systems, and licensing bodies.
  • Develops and maintains oversight of regional standards for medical center emergency management preparedness and response. Ensures preparedness of the Hospital.
  • Oversees development and maintenance of Hospital core documents, including a hazard vulnerability assessment, emergency action plans, annual risk report, and after-action reports for all incidents and exercises, and emergency preparedness and response policies and procedures.
  • Participates on Environment of Care Committees and ensures Hospital compliance with the Joint Commission and CMS requirements, FEMA, OSHA, and regulating bodies as pertains to emergency preparedness and response.

 

Leadership

  • Develops and/or modifies and implements appropriate systems to ensure effectiveness of department operations.
  • Performs all duties inherent to managerial role. Participates in hiring, training, evaluation and termination of assigned staff according to Hospital policies and procedures.
  • Leads a team of uniformed Security Officers and Security supervisors and has responsibility for annual Security budget. Leads the Hospital on safety and emergency management procedures.
  • Manages and oversees department personnel to ensure effective operation including communication and performance management of staff.
  • Identifies and formulates specific department goals and objectives for approval; monitors progress of related activities to ensure achievement of approved goals.

Qualifications

Bachelors Degree preferred

Proficiency with National Incident Management System (NIMS) State Emergency and Management System (SEMS) principles preferred.
Experience in security administration and operations in a healthcare setting are highly desirable.
Disaster response and emergency management experience.
Experience in emergency management administration and operations in a healthcare setting, preferred.
