Job Overview

The Sponsored Programs Finance Manager plays a pivotal role in advancing Shriners Children’s research enterprise by overseeing the financial and administrative operations of both intramural and extramurally funded programs including federal agencies such as the NIH and NSF. Reporting to the Director of Research Grants and Sponsored Programs, this position is responsible for ensuring the sound fiscal stewardship, regulatory compliance, and operational excellence of sponsored funding, with a particular emphasis on budget oversight, subaward management, and funding cycles.

Responsibilities

Budget Strategy, Development, and Oversight

  • Lead the full lifecycle of budget development, forecasting, and financial monitoring for research programs, including operational, fellowship, endowment, capital, and carryforward budgets. Provide financial analysis, scenario modeling, and reporting to guide leadership decisions on program investments and resource allocations.

 

Management of Intramural Funding Programs

  • Oversee all administrative and financial aspects of internal funding mechanisms, including award cycles, Letters of Intent (LOIs), proposal reviews, and committee logistics. Track and report on award expenditures and balances; prepare summaries for internal stakeholders and executive leadership. Coordinate task orders and post-award tracking for HQ-funded intramural initiatives.

 

Subaward Issuance and Monitoring

  • Serve as the lead reviewer and processor of outbound subawards, from initial issuance to final closeout. Ensure that subrecipient monitoring, reporting, and certification requirements are met in alignment with Uniform Guidance and institutional policy. Collaborate with Legal and Compliance teams on subaward negotiation and terms.

 

Proposal and Award Review

  • Serve as final reviewer for research proposals and awards to ensure budgetary accuracy, alignment with NIH and other sponsor guidelines, and institutional readiness. Conduct internal reviews for compliance and completeness prior to submission, providing guidance on allowable costs and institutional policy. Support the Authorized Official (AO) by preparing documentation and ensuring delegated responsibilities are fulfilled accurately.

 

Award Setup and Post-Award Management

  • Coordinate with accounting and research administration teams to support the timely and accurate setup of awards. Monitor budget reports and variances and liaise with financial analysts to ensure proper expenditure tracking and reconciliation.

 

External Sponsor Engagement

  • Manage communications with external sponsors, including the NIH and NSF, for budget revisions, Just-In-Time (JIT) requests, prior approvals, and other award-related matters. Collaborate with investigators and administrators to address sponsor inquiries and ensure timely resolution.

 

Policy, Reporting, and Documentation 

  • Draft and maintain policies, procedures, and templates related to internal and sponsored funding. Ensure institutional reporting obligations are met and that documentation is maintained to support audits, renewals, and program evaluations.

Qualifications

Required:

  • 5 years of progressively responsible experience in research finance or sponsored programs administration, preferably in a healthcare or academic setting
  • Expertise in federal regulations governing sponsored research (e.g., Uniform Guidance, NIH GPS).
  • Proficiency with enterprise financial systems, budget modeling tools, and grants management platforms.
  • Bachelor's in Accounting, Finance, Business Administration or related field

 

Preferred:

  • Masters or CPA
  • Certified Research Administrator (CRA)
